I get the idea that the government is bad, but can we work towards some kind of solutions instead?

In some countries and in the countryside, I noticed that people just throw garbage out on the side of the road. This is almost the same mentality of how corporations in some countries just throw toxic chemicals in the river.

Government seems a solution here with laws and such. And local government usually organize some systems of garbage collection. Whether or not this is a solution, it is perceived as a solution.

The governments also pretend to solve garbage problems by exporting large volumes to other countries, like China, Nigeria and India. They pay the poor countries to accept our most toxic garbage. Usually with the pretend of "recycling", but it usually ends up on a pile anyway. Or in the air or ocean. Some recycling may be done by kids walking around in the toxic garbage.

Poor countries have a lot more problems with garbage (and sanitary). The famous plastic in the ocean problem comes from 3rd world countries. Some Greece islands have permanent burning garbage fires that produce several toxic chemicals. It seems that there is almost no good solution.

There are a lot of sources for garbage. From highly toxic chemicals from the production of cheap goods. Or the highly radioactive isotopes from hospitals and certain nuclear facilities. And from mass production in general. But even a house-hold has garbage, which piles up over many years.

From a market point of view, it is cheaper and easier to throw it on the side of the road somewhere. And this is what I see in many places. A pile of garbage near a parking place or in a small valley near a road. The same is with businesses that produce garbage and throw it in the river or burn it producing toxic gasses.

So from the garbage point of view, the free market makes a great mess. Because dumping garbage is free. So what would be a good solution?

All solutions that could work require some regulation and laws. To prevent people from throwing garbage on the side of the road. And to prevent companies from polluting the rivers and soil. Which would imply some form of government.
